I will need to form horiz #4 rebar in 20ft lengths into a circular footing (53' diameter and 30 ft diameter circles). I was hoping I could do this by hand pressure (rebar on the shoulder and pressure) if the rebar has enough give. Any other tips?
Just use rebar chairs against the forms and tie the bar back to the formwork. Just got done doing a 32' radius, 38' radius, and a an oval in that fashion.

Sorry Rich, I'm having trouble picturing what you described. I have some rebar chairs but I don't see how what you described would bend the rebar. Iam also not using 2x forms but a fabric bag called FastFoot. One other idea was to create a jig in an arc using stakes.
IC.. yeah the chairs against the sides probably won't work then :)
#4 bar isn't too bad to bend.. mark out every 4' or so and put a kink in there. I've welded pipes to a piece of sheet metal and bent rebar between to pipes before.. works pretty good if you have some pipe and a welder.
