I am doing a house in Maine and there are concrete walls that are exposed, these walls also go below grade to the frost line. Do I have to waterproof the below grade portion of the concrete? There is no basement so the below grade wall does not have occupiable space on the interior. There is also drain pipe all along the perimeter and at ever level change on the interior... I don't mean to cut corners but we are on a tight schedule with winter coming and I would really like to start back filling!

Personally I would waterproof it with a fiber reinforced tar. You can paint it on in less than a day to cover the footing and up to grade (depending on how big it is :D ). You may thank yourself later on.. I've had to dig foundations out to waterproof them and it isn't any fun.
But, of course, that's just my opinion :D
