When I pour my stem walls I have been considering pouring a 10" wide wall because its 7' high, I know I can probably get by with an 8" wall but is 10" too much? And if I pour 10" can I get by with being an inch off center on my footing which is 20" wide?
Might be a little overkill but won't hurt anything. You'll just need to get a longer tie for the forms.

Yeah' I'd say overkill and a waste of concrete. We are supposedly experiencing a shortage of cement here in the US due to, of all places, China. Don't know about where you live, but here in the Carolinas concrete has gone up $10 per yrd in the last 6 months! Something to consider also.
Good point Timothy. We're seeing a pretty good increase in cost of concrete also. Luckily we locked in at the start of our project at $52 /cy. We used to be able to get personal concrete for that same price but now it's up around 65/cy.

Rich, that's a great price out there in Colo.! I'm paying $85 a yrd for a 3000 psi non flyash mix here.

What about the second part of my questiion, is alright to offsett center by an inch on a 20" wide footing?

I don't see where it would hurt a thing. Code in my area would call for a 20" wide footing under a 10" wall. Of course different soils in different areas have different bearing capacities but still, an inch off center on just a 7' wall should be fine.
