Malfunctioning hot water?

I was checking out a house yesterday and I turned on the hot water tap – it started to steam and I nearly got scalded. Are there serious problems with this system? If someone in my family has that experience when we’re living there, what should I do?

Turn the water heater temp down.

When I lived by myself, my hot water would steam, like it that way for dishes, but now that I have kids, it is turned down to 120. If a kid gets a shot of strait hot water from the shower it will hurt, but it's not going to scald them.
