it is important to qualify the owner? and if it is true? what will be the affect on the contingincies?

IMO - it's imperative for a GC to qualify the owner. A GC should know exactly where they are going to be paid from - a banker, the owner, other. Then make contact with them to see about payment schedule. You can then make some assumptions as to when to purchase certain materials to keep the outlay of money from the company coffers to a minimum. You aren't a bank and should make every choice to not foot the bill for a project.
