Construction Consultant/Manager

Does a fee of $14,500 sound reasonable to hire a consultant (not a licensed GC) for me as an owner-builder? They would get all estimates, schedule project, and permits. I need to buy all supplies. Residential home of 3000 sq feet in Northeast (320K home). My friend used them when building their house and it was almost 30% cheaper than GC (IN reality, the money saved went to upgrades).
