Door at basement steps... landing required?

Almost done getting the basement setup for the wife to do babysitting...

Need to be able to block the door leading to the upstairs. If she has a kid decide to run upstairs, she can't leave the others downstairs.

Can I put a door basically on the final step? or does there have to be a landing and THEN a door?

If I have to have a landing, then I have to build another wall.

There has to be a landing essentially the same length as the stair is wide as stated by UBC.. you might check with your building department - they may have local codes that will govern.

How about using a railing and a gate? You'll still need the landing space.
