Basement wall leaks! (new construction)

Noticed a wet spot on the inside of my basement wall (poured concrete). It's where basement wall seam meets and there is a metal piece (don't know what it's called) exposed. The surrounding area is a little bit bumpy also. The outside has been waterproofed. What would be cause and the proper way to fix this problem? The house is still under warranty!

do you know what the metal is used for? Is the metal itself wet (condensation running down a pipe collecting at the wall)? Can you tell exactly where the water is coming in?

I doubt that the wet spot is from a condensation.

gotcha. Yup, definitely not condensation. I'd start looking into a bad install on the waterproofing. I bet they missed a spot.
