on a rough estimate guess, how much would you guys think it would run me to hire someone to put a metal roof on this 30'x38' metal frame and how much would i expect to pay to have this framed in with 2x4s , osb,a few windows and a front door..

You might be able to get the roof on for 1000. I paid 2300 for my house, but it's gambrel, so there's twice as many pieces, plus 4 dormers (which are a royal PIA). similar size.

I would think that two good framers could frame that out in 2-3 days. 1500??? (that's just labor)

It looks like a guy could just frame the walls in six sections, erect them, bolt them to the steel, and powder-nail them into the concrete. Then, sheathe past the steel on the outside. With a nail gun and buddy, there's no reason you couldn't do it yourself in two weekends or so.

I agree.

The roof might be a little more than a $1000 give or take a couple hundred dollars.

does that 1000 roof estimate include material and labor?

NO. :) I paid $0.53 per ft2 for metal in october the day before it went up another 10-15%.

That's why I bought it when I did. :) My guy at the lumber yard is really cool, and told me "prices are going up on monday". I bought it, it sat at the lumber yard for six weeks or so, then I had them deliver it. Worked out pretty well...
