Good morning,
I'm new to the group and see there are a lot of good topics and replies here.
I live in NC and have a house that needs 1/4 rounds installed in almost every room. They have hardwood floors and need them to finish.
They will be painted, Should i look for a per ft charge for installation or per hour charge?
What would be reasonable for each?

I would say a per foot charge. With a per hour charge there isn't much incentive for the installer to complete the work quickly. Of course, installing too quickly it will look like crap.
Reasonable per hour charge - 35-60 (for labor only) if it's a decent installer and have all the insurance etc required.
Reasonable per foot charge - tough call - a small change in hourly cost will make major changes to this footage price.. and it depends on how quickly they install.. and material cost. A total guess would be maybe $3-$7 / foot.
