I live in Columbus Ohio. I plan to finish the basement of my house. I was told that, for basement finishing, at least one-inch air space must be kept between the stud wall and the blocks (concrete foundation). I searched the city building code and did not find such an ordinance. Also, I read quite a few DIY books and surfed many DIY websites. Seems no one has ever mentioned it. Could anyone tell me whether that this is only a recommendation or it is a requirement? Your advise is greatly appreicated!

There are quite a few theories on how this should be done. The first argument is vapor barriers - some say it should be installed - others say not recommended. Then there is the air gap between concrete and framing.. some say 1" some say none.. while others say 1/2".
Here's my take on the whole situation..
Personally I would not recommend a vapor barrier (instead use a void filling paint on the interior side of the foundation wall to take care of moisture before it enters the home - there are many such products for concrete) but recommend to have an air gap. The benefit of an air gap gives you is the wood studs do not contact the moisture that could form on the concrete - even through the paint mentioned above. It also gives you a little leeway when framing - in case the foundation wall is not perfectly plumb.

Thanks very much for advise, cr-admin! Unfortunately, I have already put the frame up without the gap. Now, someone said this is a local code but cannot produce something in print. If is indeed some kind of ordinance, I am afraid I will have to tear the stud wall down and do it again. Do you know whether the gap thing is a requirment in the local building code of Columbus Ohio?

Well I've looked at the code for Columbus and it looks like all the relative codes that I was looking for were repealed due to some Ordinance 1404-99. Which everything I could find on that Ordinance has to do with Mechanical and Plumbing issues. So in answer to your question - I have no idea. I honestly doubt that it's a code requirement - your best bet would be to call the building department (anonymously if desired) and ask them.
