I'm finishing the basement and installing a shower, sink and toilet. For the shower I had to break out about 18in of concrete to reposition the shower drain. Do I need to have the rough in inspection before repouring the concrete (assuming yes)? Do I need to but 'blocks' in the lines to prove that my new plumbing does not leak? If so, how are the blocks knocked out? This question is especially for the shower where I would need to snake something through the drain trap to be able to knock something out.

The answer to your first question is probably yes. The second will depend upon your inspector. Most will require a full pressure test for new construction, but I think they are more lenient on remodel stuff. There is no good options for testing a system like yours. Give them a call and ask.
