Exterior Paint for Front Porch Railing and Posts

I would like some advice on determining whether to paint or stain wood railings and wood posts on a front porch? I am located in NY, so weather will have an effect. I need them to be white in color....
I would think exterior paint...? Is this correct and do you have any suggestions for primer and paint?

I painted mine with Duration, from Sherwin Williams. No primer needed, just two coats of paint. It is pretty expensive, but seems to last well.

With the climate you're likely to experience, I would prime all of it. Use Kilz, it comes in water based now. Then a good quality exterior grade paint and you'll be set.
