why can outlets be over hot water base board heat, but not electric.??

I think because they do not want you to have cords draping over electric heating elements. They get to hot.
I am not an electrician. That was only a guess.

This may be just a local requirement based on the inspectors discretion, I don't recall this being an NEC requirement, but I'll check. Of course it's a good idea nontheless based on Rabagers comment.

Well, apparently it is a manufacturers spec. based on their UL listing. Most of them forbid receptacles over them. Therefore the inspector is required to enforce the UL listing.

i asked the inspector, and thats eggzackly what he told me "it is a manufacturers spec. based on their UL listing."
better watch out, sparks, people might begin to think you know a thing or two.
