drain line through footing

My plumber wants to run the drain line from the house through a sleeve placed in the footing. He said that this will allow for not having to bury the septic tank as deep. This makes sense. I was just wondering if running the line through the footing was a common practice. Is there any concern with weakening the footing?

IIRC, that's pretty much what it says in the NY plumbing code book- sleeved through foundation walls.
