Down here in Texas we use used, rusted oil-field pipe to make very strong horse fences, and I have one. Many of them, like mine, are painted white, and I have never seen one where the rust on the pipe does not show through the paint very quickly, and often the paint will just flake off after a year, as mine is doing. I know this is a pretty unique question, but is there a type of paint that can handle this for longer than a year? Thanks!

you have to clean the pipe down to bare metal and seal it. It might be easier to just paint it every year. To seal it, try cheap autobody paint. That stuff is made to protect metal from the elements, but it's put on in several coats and then that is sealed with clearcoat.
I'd clean the pipe and try a couple of coats of spraypaint and see how it lasts.

I am pretty sure they make paint that will go on over rust. Probably expensive as hell. You got to love that old oil pipe. My family has it all over our ranch in West Texas . IT rust like crazy but seems to last for ever.

I've seen this on the floorpan of a volkswagen beetle...held up quite well.

Not sure what it costs, but quite a few automotive magazines have adverts for the stuff.
Or maybe Rustoleum?
