Can I staple romex to bottom of joists?

I'm finishing my basement and want to avoid drilling any more holes in my joist for wiring, is it legal or safe to staple the wires to the bottom of the joists? If not where should I drill the holes in the joists? I've allready got quite a few holes drilled through the joist allready, I don't really want to put any more holes in the joists. Any suggestions?

I sure hope it's legal, I see it all over the place. I've done the same thing and never even thought about it.
