Dormers

Got a question. Shouldn't there be some kind of waterproofing around where my dormers meet the roof?

There should be sheet metal step flashing at the sides ( http://www.ibacos.com/qhome/March03/march03_bestpractices_roofflashing.html )
and sheet metal flashing at the bottom edge that is behind the siding and overlaps the roofing.

Along with tarpaper run up the sides higher then the step flashing!
