Next thing you'll probably want to know is if the guy wants wood, metal, vinyl, LowE glass, screens, colonial grids, and so on......there's just never any end with you detail oriented people, is there ?

Heck, the guy just wanted a quickie answer to one of the mysteries of the universe and you give him a hard time...

That's the trouble with setting the budget ahead of time with no real clue as to what it is you're buying. The better approach would have been to determine the window sizes and features that you want, and then search the market and set a window budget. If you wanted vinyl, double glazed, low e, argon, you may determine that the market range is 2 bucks a UI for this type of unit. If you wanted storm windows for your new barn, they might only be 20 bucks each.

For that budget I know a manufacturer who will sell you their mistakes and canceled orders but you have to search the warehouse yourself. It's great if you don't mind them being different sizes, but you probably don't care what they look like for that budget.
