Do I Need Drain Tiles ?

Site is Northern WI. Extremely sandy soil.
Foundation is in. No drain tiles. Builder says I dont need because of soil conditions and slope. I was there when udc inspecter gave ok on the work and he didnt say anything about drain tiles.
I raised my concerns to the builder and he assuired me I would not have a problem. This is a walk out basement.
Would someone care to ofer and opinion on this? I mean is this ok to do without dran tiles?

just my opinion, but running drain tile around the perimeter to daylight is very cheap insurance....

Wisconsin Uniform Dwelling Code does not require drain tiles where soil conditions are observed to allow for proper drainage without them.'
