I live in an old house with little or no insulation in Washington DC. The attic is/was finished, but the roof needs to be re-framed due to some deterioration and being generally under engineered. This work will not be happening until we start a major remodel next spring. In the mean time, our winter heating bills run $3-400 a month.

Can i buy batts of r-13 fiberglass now, lay them out in the attic for the winter to provide some insulation, and then re-use them when it's time to insulate the walls next spring?

Given the general lack of insulation in the walls, will I see much difference with 2 layers of r-13 fiberglass laid on the attic floor?

Besides the work required to do so, you have nothing whatever to lose. I think it would help especially as heat rises. AS far as how much good it will do, it depends on where your biggest heat losses are happening. I would still add the insulation if you are in a position to do so.
