Walk-out balcony made out of cement

I am thinking about adding a walk-out balcony to the house. The balcony would be placed over an existing 3 season room. It has been suggested to me that I leave the 3 season room intact and put a wooden deck over it. I was thinking that I could get rid of 3 season room, have a cement walkout balcony put up, and then rebuild the 3 season room underneath to somewhat higher standards. Does any one know if this is possible? Would this be an expensive approach?

I don’t want a wooden porch because of the maintenance. I also want to replace the current 3 season room because it is at best a 2 season room (gets mighty cold out there!)

Anything is possible with the right amount of money.. :)
Honestly though - I don't see a problem with what you're suggesting. I think it's a viable solution and fairly cheap solutions - personally though I'm not 100% convinced it would be the right way. But only an engineer will be able to tell you that.
