I just bought a house that has a sun room attached, and it is heated as well, forced hot air. But the room is very cold and looses the heat quickly, I suspect that the walls are not insulated at all, and there are many crank out louver type windows with interior storms. Would I gain much by insulating under the floor? There is an unheated full basement under this room, and the floors always feel cold.

If you are not going to heat the basement, insulate the floor.

Sounds like your biggest heat loss is the type of windows. :)

Go under there and use a .5lb foam insulation under the floor and will help. I have done something similar to this for a lady who lived on a hill and her crawlspace under part of her house was about 12 ft. tall and I sprayed under that are so her tile floors would not be so called and she has raved about me ever since.

Often these "sun rooms" are not really intended to be used during the winter because of the heat loss through all the glass. Is it an option to close the doors and only use this room during the more temperate times of the year?
