Last year our siding was replaced with T1-11.
The painter used Zinser Bin Shellac to prime the house.
Now all the paint is peeling off.
Can you use a product called peel stop to salvage the product or should the siding be replaced?

Never used peel stop...
When using a product like Zinser it should be primered over top of that with some type of oil based primer. The Zinser is typically only to protect the wood itself - then a oil based primer is put over that to help the paint adhere to.
I don't think the siding needs to be replaced.. maybe just peeled and reprimed and painted.

Really? It was used quite a bit in the early 90's - but was really crappy quality. They're now made it into more of a plywood product - much better.

To be perfectly honest I haven't heard of a lot of the terms and phrases you use but I'm always learning. I lived in Australia for a bit and I was equally perplexed :D

t1-11 is still available. Infact I jsut put in a bid for a cedar t1-11 job. The new t1-11 is a much better product but I see alot of corners cut when installing it.
I did a home inspection for a friend of mine on a house that had T-1-11 siding. They didn't put in the z-metal in and only caulked it. Much water damage at the ends all the way around the house. He didn't buy it :)

Missing Z metal, also called cap flashing, is the biggest no no I see on sheet type sidings.
LOL on a job I was working on the rought carpenter is also doing the cedar siding and I was pointing out where flashing was needed. They didn't caulk or flash ANYTHING... just decar and nails, that's it. I pointed this out to the carpenter and he said: "Where not hvac guys or painters! We install wood." Unions... go figure.

Speaking of T1-11, I didn't know builders still used it. The other day, I was looking at new construction in my neighborhood, and the builder was putting T1-11 directly over the studs, with no vapor barrier at all. That surprised me. I know T1-11 can be used as sheathing and siding "all in one" but it just doesn't seem right?!
I see alot of things that "just don't seem right". Take tyvek for instance - what's that stuff cost .. something like .10 / sf or something? It won't break the bank and it does what it's intended to do very well. 1/2" versus 5/8" roof sheathing - why not? These are just my opinions of course. :)
