I am looking for alternatives for installing newell posts for oak handrails.
We normally block them into the floor but with the posts we recieved are
two short to do this. Can they be attached with a bracket through the shoe rail?
Any ideas are appreciated.

You can use Sure-Tites

It won't be as solid, but you can get them close.
Alternatively, send the newels back and get longer ones.

Glue, screws and plugs. Attach into the knee wall, then plug. If the end of the knee wall is drywalled, remove that portion of drywall.
If on a landing, use one of the many bottom mounted brackets available.
Ask your supplier for them, since they sent the post's too short.

My best advice for this problem ..use a Key-Lock. They are perfect for getting your newel posts very tight without too much work.
