I have some big pieces of paint falling off the ceiling.
It's probably because someone painted the wrong
kind of paint on top of the other kind.

The question is... what can I do about it? I really just
want a simple 5 minute fix. Like, scrape off the chipped
paint and paint something else on top of it.

What can I paint on it? What kind of paint should I get?
I don't know what kind of paint is underneath.

Sure, try scraping off the old paint and get down to whatever your ceiling is made of. Drywall I assume? This time, use primer.

Scrape the old paint off. You may want to use sand paper to have fine and smooth outcome. Then use primer.

Are the paint flakes brittle or flexible?

Take of the old paint, prep the drywall by sanding, apply primer, and then two coats of paint... youre done! Or hire a contractor :D
