I am planning toi attach stone veneer to a 8" block basement. Can I mortar the stone directly to the block? Will this create a moisture problem due to there not being a drainage plain between the stone and the block.

We do it all the time...just make sure you have full coverage of mortar behind the stone (no air pockets).

Do you live in a mostly heating climate, or mostly cooling climate? In a mostly heating climate, one insulates on the inside of the basement walls. In a mostly cooling climate, one should consider creating a space between the two layers to allow the hot air to rise, as opposed to bake the basement.
My guess is you live in a heating climate and therefore don't need to worry about it.
A drainage plane is needed to protect stuff from water, such as wood studs. Allowing a little water to the block foundation is nothing new - obviously the block is exposed to water anyway. You don't want water to get trapped between the two and then freeze, thus no pockets.
