Sealing between foundation and frame

I was wondering if I should seal/insulate somehow between the top of the foundation and bottom of the framing. The builder used some very thin foam but there is gaps.

Gaps are not good.

I think you could caulk from inside and out.

There is a product (shown above) that I have seen on Best Built Home on HGTV. It is a thin foam that sits on top of the foundation before the framing starts. It comes in a roll. Does anyone know what it's called as I want to use it when I build?
