I would like to relocate an existing bearing wall 18" which supports an existing 2nd floor in my house. The existing bearing wall supports 2x10 floor joists with a lap of about 9". I was wondering if there is a method of attaching the joists together at the lap so I can move the bearing wall from under the lapped joists to its new location 18" away.

Your options are pretty limited. One option would involve sistering all the joists to extend to the bearing wall. These would have to have at least 6' of overlap onto the existing - better to contact an engineer for that one.
Another option would be to shore up the existing floor on either side of the splice and cut in a glu-lam beam. Then using hangers to support the joists on the beam. With this option you would need end bearing for the beams and I don't know how far it would need to span.
One other is similar to the glu-lam but using a steel beam to span the distance.
