In the middle of converting the garage into 2 bedrooms.

I have the floor joists in to give the same height as the rest of the house. On 16" centers

The bottom of the joists are about 5-6" from the concrete floor below.

What is the best method to insulate this?

I did the floor on 16's so that I could staple in regular 16" bats, but could I just blow insulation into the gap? Vapor barrier needed?

This is the one part of the job I really don't know how to tackle.

I would do the vapor barrier on the concrete floor. Once that stuff gets wet it will never dry out.

That is if you are going with the blown in cellouse.

I would go with bats and vapor barrier.

Bats it is.

Bats will be suspended about 8" off the concrete floor.
Where would you put the barrier?

Towards the warm side.

So after you get the bats installed, run the vapor barrier.

If you want to, you can run a 6 mil barrier on the concrete itself + the vapor barrier on top of the joists.
