Wall penetrations

What is the best way to seal penetrations in outside walls? I have a new home under construction. Insulation has not been done. There are penetrations through the outside walls for HVAC (1-1/2" condensate drain, and coolant line to outside condenser). These penetrations are just above the first floor sill plate.

Maybe try expandable spray in insulating foam. Or a waterproof 50 yr. silicone caulk.

A somewhat clunky approach would be to insulate with foam and protect with TyVek Tape.
