i have a lil problem  . not as bad as it seems, just need a good solution before taking the time to tackle it. the front of my home is grade level and cannot be regraded because the road is ten feet or so away. i poured a concrete pad under the porch i had supported to avoid building permits. i had wanted to pour a concrete curb along the perimeter of the pad but opted for the easy way out. i was going to attempt to brick the front of put cast stones as a wainscoating to keep out the water. i do have drain tile along the front which runs away from the house. the only problem i have noticed is when the snow melted i had a good amount of water on the pad because it had no were to go, to end my novel here, instead of the brick or stone which i have never done and it is the front of my home which i have taken great pride in completely remodeling except this front which has also prevented me from siding. so i now want to pour that curb ontop of the ledge i left of brick width, i was thinking of using the waterproofing membrane used on roofs to applly to bottom of plywood walls to prevent rot , and to cut a keyway into that 4inch ledge , drilling rebar pins in every so often to keep it in place, and form with 2x6's. my question to anyone out there will this work at all from keeping water from seeping between the two separate poured concrete, and if not what do you suggest besides tearing down the house before i got into the mess and raising the foundation above grade  . any help is appreciated, thanks

It will keep the water out for a time - but eventually water will get in there and start wearing it down.. especially bad if you get freezing weather. You may be able to get some spray applied waterproofing behind and under the new curb to give it a little better chance.
Water is an amazing and unpredictable animal.
