I am the manager of a condominium complex. Recently some tenants have taken out the carpet and installed hardwood floors. The tenant below is now complaining of noise. What type and thickness of insulation should I use to ensure soundproofing? Below the hardwood floor is flex-cor concrete which comprises the ceiling of the complaining tenant. Thank you!

Is it just concrete? No ceiling tiles? Nothing? Wood framing like a drop ceiling?

If there is a drop ceiling then you could likely just put in the thickest fiber glass batts you can find and that would likely do it.

There is wallboard over the concrete. I'm not sure how much space is between the concrete and wallboard.

what you are facing is sound created by impact on a hard floor and transmitted directly through the concrete. This is a completely different type of sound than a loud stereo. With carpeting you did not get the impact.

Some type of sound aborbing material over the bare concrete would help some.

You certainly have your hands full juggling the rights of the tenants that share walls and floors. If the complaining tenant had to pay for the sound proofing in his/hers unit, they might not complain as much.
