adding a step

i have 5 four x four foot concrete steps going down to my driveway, and for some reason, the last one was never added, so im going to add one 4x4 x 6" step. question is.... should i drill into the existing one and insert re bar to make it all one, or just form it and pour it and let it heave and so forth on its own.
im in new york, which means winters with frozen grounds.

Yes, you should dowel the new step to th existing ones, if not, it will heave or settle leaving you with an unproper drainage or out of code and dangerous step, things that you don't need, do you?
