Hello

We're working on converting 2/3 of our two car garage to a REC room. The house and garage is from mid 1950's with the garage made of conrete blocks. The problem is from the floor to the top sill plate on top of the blocks is 7'-6". I want to put a floating floor that's 1-1/2". It's all open above with no ceiling. The current ceiling joists are 24" o.c and spliced 2x8's with a 6' board.

We're doing a full insulated room using 2x10 ceiling joist with R-19 insulation so I need a solid surface to rest the joists. I don't think moving them up and tying in to the rafters is wise. I was going to just screw and glue 2x4's to the concret blocks for wallboard but now may have to build a normal wall to support the joists. Does this make sense and just how low can I go?

7' minimum. If the rafters are well connected to the plate then connecting the ceiling tie a little higher up may be possible. There are code tables for lifting the ceiling joist if desired (how much allowed, how to fasten). Check with your local inspector for insulation levels, that's 1/2 what we need.
