Do I need to move my underground utilities

Hello,
I'm in the process of adding a two car attached garage to my home. I had the underground utilities located/marked and sure enough, the power,phone and cable are located where the garage is going. It's been suggested that I leave the utilities where they are, "sleeve" them, and pour the foundation around them. Is this an accepted practice or should I have the utilities moved. Thanks, Dave

Either wasy is fine. If you leave them you will need to sleave them in some material approved by your building department.
Best place to start is your building inspections division.
