I hope I can make myself clear, but I may not have my terminology exact so be patient with me.

I'm in the process of adding a deck to my house. I'm at the point of attaching the 2x12 band to the house to begin the floor system. I know normally, the deck would be bolted to the foundation band of the house, but the way the deck is lining up (vertically) with the house, that may not be enough to support the weight of the deck.

From the drawing, you can see that I only have a few inches of space between the bottom of the brick rollout (which is the higest I can have the decking) and the bottom of the foundation band, so I'm very limited as to where I can connect the deck to the house. I've drilled through the deck band, brick and foundation band, but the bolts are only about an inch from the top of the deck band. I'm concerned that isn't enough wood to hold the weight to the house.

What other methods can I use to attach the deck to the house? Are there any kind of anchors that can be used? Drilling further down will go out of the foundation band into the cinderblock behind the brick. The inside of that block is inaccessible since the basement is finished.

So you probably have a 2x10 or 2x12 for your deck ledger board. If you can get one bolt/lag an inch from the top of the rim joist and another one below that - middle of the ledger, placed at 3' o.c. you should be alright.
There are expansion anchors for open cell masonry block and anchors for going into full filled cells.

The ledger board is 2x12. I can get bolts into the ledger board about 1 1/4" from the top. Dropping any lower than that will cause me to miss the band with the bolts. As it is now, the bolts are coming in about 1 1/2", maybe 2" from the bottom of the band.

The biggest thing in the way is that brick rollout. The top of that is below the floor level of the house. I'm having to drop about 2" below the bottom of the rollout and use that as the top level of the ledger board, so that puts me within a few inches of the bottom of the band. With that rollout there, I can't get the bolts into the middle of the ledger board.
