Hi,
Have a 3/2 bath Ranch in CA, to which i would like to add a second floor(Not much lot space to add on the ground). I just had a new roof installed(2 Years old) and wanted to know if there is anyway i could add the second floor without ripping the current roof apart?
If possible, Any idea what kind of budget am i looking at in CA?
Thanks for your time.

It is likely possibly, given it's a ranch house. None of us could say for sure without actually looking at it.
No idea on cost. Only someone who comes and actually looks at it could give you an estimate. It's probably a lot more expensive than you think, since you'd likely have electrical, hvac, and plumbing work to do.

You might consider lifting the entire house up about 10 feet, then fram up a floor and walls underneath it. What is the length and width of your house, and what type of foundation does it have?

I have seen the roof cut loose at the top plate and lifted straight up with a crane and spreader bars----second floor framed while roof held over like a big umbrella and then set back down----very slick! You would want to be well organized though and would need some good help to pull it off
You will need to have an engineer's help and good insurance. Not near enough info to give you an idea on cost.
