I just discovered that my small lake home (1000 sf) which has a vaulted ceiling over the kitchen/living area has no insulation between the drywall ceiling and roof deck. Fortunately the roof is a gabled roof and the vaulted ceiling rises from the side walls and the space between the 2 x 6 rafters from the side walls to the peak at the ridge should be accessible if I remove the soffitt.

What are my options with respect to blowing in some type of insulation to fill the spaces between the rafters? If I run into cross blocking, can I cut holes in the ceiling and do the same thing from the inside?

I think you pretty much answered it, but going at it from the soffit might be difficult since there may be bird blocks between the rafters. Then you would have to blow it in from the inside through holes in the drywall.
