I would bet a lot of money that they are not. The worst low voltage install that I've ever seen was done by an electrician. I'm sure there are some that can do it, but I would be surprised. I might trust an electrician to pull a distributed audio system, maybe some distributed video, but only after giving them very detailed plans on where and what wires I want. Security is another beast. They are hard to put together and make work well. I'd recommend getting a security specialist to at least get involved with the planning and final assembly. Just know, electricians are good at what they do. They aren't necessarily good with any wires.

The alarm system in my house was done by the electricians. They are actually very good with everything that they do - because they care about how it gets done. You may find the odd few that can wire up security systems, but best to get the alarm company installer over to do it. Or, let the electricians run the wires if you want, and let the alarm guy hook them up.

Just to be sure, go straight to an alarm specialist or let a staff from where you bought your surveillance do it for you. I'm sure they have free installation.

Trust me- get an alarm company to install all alarm and camera. You will be pleased with the outcome.
