A simple question

Hi, everyone!

In a public infrastructure project (such as construction of a new bridge), if they use the Design, build, finance and operate contract (DFBO), who is in charge of project management and to be the Project Manager? Is it the main contractor or the client(government) or other consultants hired by the clients to supervise the construction?

I believe it can be both in different cases. It depends on numerous factors, such as type of project, cost, timeframe, etc.
