Existing home is 45 x 25 with gable on 25 side and eave on 45 side. Pitch of existing roof is 5/12. I'm adding an additional 15 feet of floor space along the entire eave side. Builder suggests using trusses over new area with peak perpendicular to existing roof. I don't think that will look good, and I would prefer to simply tie in new rafters near the top of the existing rafters, creating a dual-pitched roof. My concern is that I haven't been able to find information on code requirements in this situation. Any ideas?

Code shouldn't be a problem. As long as the new members are sized appropriately and you get a building permit the building department will review the plans for you.
BTW - I tend to agree with your builder and running it perpendicular. There is a little overframing that needs to take place but it's less obtrusive to your existing roof.
