My fiance and I bought land that has the remains of a building that burned down several years ago. The foundation has been exposed to the weather (cold, wet winters in PA) and the fire, obviously. We are getting conflicting advice on whether to dig it out to the footer and start fresh or use what is already there to put pre-cast basement walls and then our modular home.

I am concerned about using what is there, I don't want the foundation crumbling and my house caving in! Any advice or suggestions, please?

You probably won't get a supplier of precast foundation walls to connect to an existing foundation, much less one of questionable structural value. Start from scratch, including footings.
