I am building a small block wall for the first time and have several basic questions. What is the right consistency for mortar? Is it supposed to be very thick? I am using Quikcrete mortar mix. Do the blocks need to be dampened before applying the mortar? Do I use the same mortar mix consistency to fill the cells that have re-bar in them? Any info is appreciated. Thanks.

Consistency for mortar isn't really like anything else.. pudding maybe? Should be sticky enough to stay on your trowel when it's sideways. If it's really hot out with low humidity I would probably water them. I would use a pea gravel mix for filling the cells.. it'll take forever with mortar.

I am building this wall in a basement where it is pretty cool so would I still need to water the blocks? Also, what is "pea gravel?" Thanks

Pea gravel is 3/8" gravel and smaller. Probably don't need to worry about water.

A guy showed me a trick for checking the consistency last summer. Put the mortar on your trial, slap your wrist down with the trial to make an even bed. Then turn the trial sideways. If the mortar slowly slides off you are ok. If it goes off fast, it's too wet, if it sticks, too dry. From my first time experiences I would suggest getting a piece of plywood and practice building mini walls out of two or three blocks until you get the hand of it. There seems to some "art" in block laying that you won't find in any books. The other test that will tell you if you are Ok is if the mortar will hold the blocks up, if it is too wet the block will squish the mortar down and you'll lose your joint. (Shanley is the man with this stuff, hopefully he'll respond to your questioin)
