For a typical lightweight frame structure there can be anchorage problems.
Anchor bolts hold the sticks down and prevent it from being a scene in the "Wizard of OZ movie". They also prevent sliding off the foundation. It is surprising how many wood burchers lose the nuts for the anchor bolts.
Just make sure it is designed and built according to the current code and rely on the building inspector to help you since you are paying for the permit. - The code is just the worst way/standard you can build to and still be legal, but there are many times when the code is not good enough because it is prescriptive and does not address certain situations.
