Not much information provided (spans, type of structure and levels, and floor plan) so you will only get some general comments.

You just need a proper design for the soil and floor plan you want. You will not even be able to buy "cinder blocks" and they have never been available in most of the U.S. or world.

2800 sf is not a DIY project without some professional guidance/plan. You might need it to get a permit and protect you from subcontractors and yourself. The inspector is looking out for you.

You need an engineer to determine your foundation requirements based on your soil conditions. As C&M says above don't do this on your own, hire a professional. I work through out GA and know that your soil type will require a footing with a concrete block stem wall, with a grid pattern for your piers. But I would never do the foundation without a soils engineer's report and a structural engineer's design.
