I'm about to start a project with a lot of foundation drops. Instead of the old fashion way of stepping down the foundation, I want to connect the foundation wall of the 4' crawl space directly to mid-height of the 8' full basement area's foundation wall. Both walls will have the same Top of Wall elevation to receive plank for the 1st floor.
Is this code compliant (NYC)? Can anybody provide me with any reinforcement details?
The proposed building will be 4 story high and made out of plank and heavy guage steel. The footing for these walls is over design 4' wide by 2' deep.

If I understand correctly you would have a typical 8' foundation all the way around with a "wall" somewhere along one side? The bottom of this mid-wall would be elevated above the lower foundation?
What is the grade elevations, in the final construction, on each side of this mid-wall?

Thank you for your reply Rich. You understood the problem correctly.
Elevation all the way around these walls is 0.00 on the outside after all the backfill is done. Inside there is a full height basement (-8') at the 8' wall and a crawl space at the 4' section, so they are basically retaining walls.
Think of a basement with two sections, one 8' deep the other one 4' deep. Currently the drawings indicate that at the transition from 4' deep to 8' deep I have to step the footing down. I want to connect the 4' section right to the middle of the 8' section so the bottom of the "mid-wall" section will be above the lower foundation (as you mentioned).
