Cushion Sand

Can someone please explain the real reason to add cushion sand over my house pad before pouring the slab. I have talked to the builder, foundation engineer, and concrete sub and they all had a different answer?

Sorry we don't use cushion sand down south, but we have used sand, that has been compacted in place, as backfill under a slab.
