I don't know if I should go with packaged unit or split system so I got few questions will help me decide. Which one uses more electricity and is it really that much of large jump to kill a electric bill.... Can you mount a packaged unit in the attic or can the split system be mounted in attic.... Trying to avoid sucking in outside air heat in summer time especially with humidity out there as for winters well they are mild here.

I would recommend a split system, especially if you have existing ductwork and a furnace. With the more efficient systems I don't think you would see a huge difference in electrical costs. With either system you should have some outside air - there are minimums per code.
I would suggest going to your local mechanical supply house and asking what they suggest for your area and situation. They can probably recommend a qualified installer as well.

So from what I see of what you are saying best to keep it out of sunlight if I got with either or system but no matter what its going to suck the hot air from outside. I don't have existing duct work or anything this is new house I am building never done this before. All in all I see that it looks like the split system will be best for me.... Thanks

Definitely a split system.

Central air and split systems do not exchange inside air with outside air.

Only 'package units' (IE. window units or through wall units) do that.

You need central AC or a split system.

I was thinking more along the lines of an HRV to get air changes.
