Default triplex, boiler system, no heat for upstairs apartment, looking for another option

triplex, boiler system, no heat for upstairs apartment, looking for another option to heat up the upstairs.

i was thinking of using space heaters, or oil based space heaters.

boiler system heats all the aprtments no problem it just the upper level.

i have blead the system, called over 5 different technsian, and they keep telling me different things all the time. *** first guy told me, i have to bleed the systm
*** second guy, hot water isn't travelling upstairs
***third, told me to change the pipes in the triplex, that's like crazy work. to do
*** fourth, didn't know what to do.
and the last person told me to change the mottor that pressures the water, you need a stronger water pump.


MY ANSWER FOR ALL THESE GUYS IS THE HOT WATER DOES TRAVEL ALL THE WAY UPSTAIRS. AND I DID BLEED THE SYSTEM.

PLEASE HELP IF YOU HAVE ANY INPUTS.

THE APARTMENT IS SHAPED LIKE A BOX 28 FEET BY 20 FEET APPROX

any ideas.

cover up the pipe will antiheat lost material ? lol..
